I wasn't sure if this should go in the Rules Forum, but since this is about Artist's Challenge (a casual format), I put it here.
Are Portal cards legal for this format?
Also, where can you get a full description and rules for this format?

This is a really old thread... but totally unanswered.  I hope Bean gets it.

The Portal issue was always a quandary, but with October (I think) rolling around, Portal gets introduced to T1.  So cheers for all of us - Portal's legal!

Generally, the rules are as per T1 (banned and restricted).  Any proxies (which there really shouldn't be in the first place) should be absolutely sure to have the full card printout and artwork since, well, it's all about the art.  Everything but your basic lands need to have artwork by the same artist. 

That's it really.  You win for nonbasics if you choose, like, Rob Alexander and get a bunch of dual lands.  Heh.
