In multiplayer, can I attack my teammate?  (The particular case in hand: I had a Phid, the only opponent I could attack (emperor, I was a flanker) had blockers.)

I don't recall there being official WotC rules for Emperor, so it kinda depends on your house-rules. I have played quite some games of Emperor, and this never came up, but I guess it can be done. As a flanker you can cast spells on both your opposing flanker (general) and your own emperor, so why not the same for attacking?

Since the team mate question is only relevant during multiplayer, then this answer suggests that no, you can't attack a team mate. Only one's opponents become defending players.
