Is it possible to play reset during an opponents draw phase before they have drawn their card for the turn?.  My initial thought is no, because you don't get priority until after your opponent draws his card and passes it to you?  Could someone clarify this perhaps?  Or is there a way to play reset at the end of the upkeep or something along those lines?

No spells or abilities can be played inside a draw step before the active player draws his card.  Drawing a card doesn't use the stack; it just happens at the beginning of the draw step.  After the active player draws a card, he gets priority and things go back to normal from there.

You can't play Reset at the end of the upkeep, since that would be during the upkeep.  The card can only be played after the opponent's upkeep.
