Have an aether vial in play with two counters, opponent plays...uh, time stop. What would happen if I used vials ablilty to put Mage in play in response to the Time stop, naming Time stop.  Would the Time Stop fizzle?

No. It is already played, and Meddling Mage says: Can't be played.

The card gets RFG'd then you play it for it's Madness cost.

Correct. You get priority before they get to actually play the madness spell, so you can vial out a Mage or cast Orim's Chant.

Also, this doesn't have anything to do with the specific question but it is Meddling Mage rule related so I thought I would throw this in here.  If your opponent plays Meddling Mage, and you have Fire/Ice in your hand; if they name Fire/Ice with the Mage there is never a time between it resolving and naming when you can hit the Mage; since it is a as it comes into play name a card effect.

Same thing as Pithing Needle.

Same thing as Pithing Needle.

...which means that if you ask your opponent "what card are you naming?", you've implicitly allowed the Mage/Needle to resolve.  I saw this like 4 different times at SCG Chicago.

I always make sure to say "Yes, it resolves.  What do you name?" when my opponent plays one, and when I play one I always ask if it resolves before I think about naming something.  This way, there can't be a dispute.

I know a lot of people don't do that, which is bad.  You should always say something about it resolving or hitting the table.
