I have a Shatter and a Radiate in my hand, with a Mycosynth Lattice in play. I cast Shatter and Radiate it. If I stack it so my opponent's permanents get blown up first, followed by the Lattice, then the rest of the copies will be countered upon resolution, right?

I know this won't happen in a tournament, but if my opponent has Chaos Orb in his hand while I'm controlling his turn from a Mindslaver, who flips the card if I force him to play it and activate it?

Assuming your permanents aren't normally artifacts, then yes.
