Where does the instant or sorcery come from? Graveyard, library, RFG?

I also think that is a pretty big drawback just for a regrowth/search effect. Maybe you could play it without paying the casting cost.

When Izzet Chronarch comes into play, return target instant or sorcery card from your graveyard to your hand.

Discarding your hand seems like a huge drawback compared to that guy.
