If I have a Crown of Ages under my control, can I switch my Confiscate to enchant a different permanent my opponent controls, thus gaining control of that permanent?

Yes, if they are creatures.  Note that the creature  it previously enchanted will return to the previous controller.

So, would it not change controllers if the permanent were not a creature?

Would this change if the enchantment-aura I was using was an Annex or Steal Artifact?

You can only switch Auras from one Creature to another Creature, so you cant switch a Annex, Steal Enchantment or a Confiscate not attached to a Creature.

{4}, {T}: Attach target Aura attached to a creature to another creature.
