in a yawgmoths will turn, can you play recoup from the yard, and have it target itself?

I suppose the question is, when recoup is played, is it considered in the graveyard or is it put onto the stack?

Perhaps he wanted to play Recoup to build up storm, but there were no other legal targets in the graveyard.
