Tallowisp and Threads of Disloyality

A simple question. Can Tallowisp fetch Threads of Disloyality?

Mr. Saturday School man says Yes, it can as stated here:

but if you look at that day's forums, it also says that MaRo disagrees and says Tallowisp CAN'T fetch Threads of Disloyality because its really "Aura - Enchant Creature with Converted Mana Cost Two or Less" and not an "Aura - Enchant Creature"

No retraction was printed in the following week's Saturaday School so the question is quite open..

Not anymore, MaRo was right as three level 3 judges and several level 2 and 1 have ruled in MaRo's favor (and the head judge guy, whatshisname level 5 judge)

Right, "aura -- enchant creature with mana cost 2 or less" is similar to "aura -- enchant red creature" or the like, and is not the same as "aura -- enchant creature"

The Magic Rules Manager has decreed that Tallowisp can only get Auras with "Enchant creature", not "Enchant permanent", nor "Enchant Green creature", "Enchant Breakfast Cereal", or "Enchant artifact creature with the name Phyrexian Colossus".
