Why is the second place prize in the Legacy Champs better than the second place prize in the Vintage Champs? Both get the same amount of boosters, but the Legacy tournament gives out 10 duals to the second place person. I just realized this and am wondering if anybody on the boards had any possible explanation.

Because Wizards is possibly intrigued by what they saw (marketwise) out of the 2 test GPs for Legacy and are considering supporting it more, possibly?
That would seem to be a potential logical explanation.

In my eyes, the Vintage 1st place prize seems much better than the Legacy. The second place prize is most likely a result of this.

40x RV duals are about $850 in NM condition. The painting should be worth more than that I would suppose.

You could buy 400 revised duals with the proceeds of selling that artwork... No, you couldn't. That painting will be worth about $800-$1100, if you have any idea of what other original Magic art is worth. I own a few pieces, and I wouldn't spend more than $1000 for that Mox Pearl, which was never published. The two 1st prizes are roughly the same. I would expect more people to play in the Legacy Championships this year than the Vintage Championship, so perhaps that's why the prize scale is adjusted as it is.

I have spoken to a number of artists personally about comissioning works (including Mark Poole, who did the Ancestral Recall redux), and it's not quite as expensive as some people might think. My best educated guess is that they probably paid the artists different amounts, but that they haven't spent more than $400-800 on any commissioned artwork. If someone like Dan Frazier, Mark Poole, Chris Rush, or Mark Tedin isn't willing to play ball, they can always hire an up and coming artist to do a 'redux,' and they will be glad to do it for a little bit of money and the exposure it provides for the artists' portfolio.
