Colored mana costs of spells being played are doubled. (A spell with a casting cost of 2BR would cost 2BBRR instead.)
During your untap step, you may only untap half of your permanents, rounded down.

Interesting.  It's actually a symmetric prison card.  If you play with double the amount of mana acceleration to take advantage of the effect, you're on parity with your opponent, and even if you go monobrown to dodge the effect you still suffer.  I really really like this.

I'm worried about the wording, but I can't immediately rewrite it, so I'll just ponder.

My only worry with this is that in T1 it could make Stax own anything like drain decks or MUC that need to get a certain amount of colored mana for some of their key cards. Maybe up the cost a little?

I agree that this needs to be an enchantment, but I think white or black are better colors. White applies additional costs ("taxing") and Black's done this before with Nether Void.
