I tried searching for this one, but I haven't found any.
Since Lotus Bloom doesn't have a casting cost, I was wondering if I could "weld" it in from my graveyard and use it immediately.

Yes.  The lack of casting cost only affects its ability to be played.  Since you are not playing it, the ability to play the spell is completely irrelevant.

You can Transmute Artifact or Reshape it out as well.  For those spells, it has a CMC of 0, so it costs UU and an artifact to Reshape, same thing for Transmute (since they haven't printed artifacts with negative costs yet, anything you sacrifice will have cost at least 0).
