Here's my attempt at making a balanced one-mana hard counter. Personally I can't tell if it's really good or really terrible, so hopefully it's neither and is fine. This also definitely needs a better name, but Time Hiccup's OK for a working title.

Current Wording:
Time Hiccup
U
Instant
Counter target spell.
You skip your next turn.
Cycling U

I think its broken like this, make it :

Time Hiccup
{U}
Instant
Counter target spell an opponent controls
Draw a card.
You skip your next turn.

like this you cant counter your own 0-1 cost card, get a card and time walk.

Yes,Tarmogoyf is probably better than Chameleon Colossus, but comparing it to Tarmogoyf is like comparing your girlfriend to Carmen Electra - one's versatile and reliable, the other's just big and cheap.(And you'd run both if you could get away with)

How about choosing a non-legend creature? Otherwise he is a UG instant Wrath of Frog.

Yeah, this isn't a bad rare.  It's extremely good at protecting your own combo spells the turn you're going off.  I don't think you ought to continue down this path since it's potentially ridic. good (counterspell for U?), but if you do you def. lose the cantrip.

This is also exceptionally good at protecting Wildfire.

Yeah I realized this was too powerful with the cantrip. Initially, I figured that just makes it a 1-for-1 counter, since you trade this for your opponent's spell, then you break even on cards since they draw on their extra turn. But it still seemed too good. Cycling this away when you don't need it is an acceptable substitute.

As a general rule, I'm against undercosted spells with huge drawbacks. Usually, there's some way to get around the drawback that makes the card too good. In this case, winning the same turn you're countering a spell. Why are you trying to make a balanced one-mana hard counter? There's no reason for it.
