I was designing a sui deck for fun on MWS When i went up to a person who contradicted how i personally thought necropotence worked

My turn 3: Dark rit into necropotence bringing me from 19 to 3.
End phase: I put them in my hand and he pauses for a while and types " you need to discard alot"

I personnaly thought that necropotence put the cards in your hand after the cleanup phase, but he said i was wrong.

Am i right or is he right.

You get the cards when "at the end of turn" stuff triggers.  Then you have to discard down to seven.  The discarding down to seven happens after the "at end of turn" stuff.

The End of Turn Phase consists of two parts:

End of Turn Step, where all "At the end of turn" triggers will happen. This is also where you get priority to play spells and abilities.

Cleanup Step, where you discard down to 7 cards, remove all damage from creatures, etc. You don't get priority to play spells or abilities (An exception is Madness) during this step.

You will only get priority if a triggered ability goes on the stack (not just madness, any ability). 

And, the clean up step can and will happen over and over again until your handsize is 7. Unless you have a card like spellbook in play, there is no getting around this.   If you discard down to 7 and somehow  manage to draw cards again, you will then have a new clean up and have to discard again.

Don't worry, it's still insane. Even with the discard, resolving Necro at a healthy life total should win you most matchups. Unless, ofcourse, your deck is ass.

If some effect in the cleanup phase would give a player priority (like discarding Obsessive Search because you have 8 cards), the game will spawn a new cleanup phase after each player passes priority on an empty stack.  No way to get out of a turn without a final cleanup.
