Recall
Discard X cards, then return a card from your graveyard to your hand for each card discarded this way. Remove Recall from the game.

To play recall with a helm out: X=1 then recall would cost 2U, reduced to 1U because of helm and one card discarded?
X=2, cost 4U, reduced to 3U discard 2 cards?

Yes, Helm of Awakening applies to X spells.

Yes, Helm of Awakening applies to X spells.

In particular, when you play a spell: First, choose values for X. Then, choose targets. Third, determine the cost.

For example, you can still play Fireball with X=0 even with Helm of Awakening in play and deal zero damage.
