Would the following card be good or bad for the development of the Legacy metagame?

Tivadar's Inhibiting Ward
Cost: 0
Artifact

Goblins lose all abilities
Indestructible
Tivadar's Inhibiting Ward can't be the target of spells or abilities

Uh... yeah. You forgot to add "When Tivadar's Inhibiting Ward comes into play, draw a card."

Yeah.  Add draw a card, make it cost {2} and give it "{Tap}: Destory target Goblin.  It can't be regenerated."

But seriously, this card is so narrow that attometers are jealous.

#1) We don't make cards to solve specific metagames
#2) It's a narrow hoser.  It does one thing specifically, and isn't relevant versus anything else.

We'd much rather see a centimetere rather than a zeptometre type card.  Make interesting cards, rather than braindead answer cards.
