Why Children of Korlis? Are you worried about other tendrils decks? If you are thinking about the interaction between Children and Necro/Bargain, I wouldn't- you should just win instead. I think you really need some more draw sevens. You should drop your pain lands for City of Brass and put in Windfall, Wheel of Fortune, Tinker and Memory Jar, and maybe even Time Spiral. You say no power, however you could still include Mana Crypt, Mana Vault, Mox Diamond, and Chrome Mox. If you put these artifacts in there, I would reccommed Tolarian Academy (plus Crop Rotation if you want to get it often). I would also have no more than two tendrils in the deck as it is always a dead card in your opening seven. I don't know if Cabal Therapy is such a good idea- if there will be no power or sideboards the decks will be much more unpredictable. That means that Therapy will only be good after a Duress.

What are your rules exactly? Can you only not use Black Lotus, the 5 Moxes, Ancestral Recall, and Time Walk and Timetwister, but otherwise must follow the Vintage restricted list? An IGGY Pop list from Legacy seems like an excellent place to start. You'll get to pick up VT and DT, but lose 4 LEDs. However, you can add things like Bargain, Necro, Memory Jar, and Tinker that will more than make up for it. Hell, you get Will too, which is insane.

You need a faster win. Here is a deck list I whipped up. it totally abuses Skullclamp so if thats not allowed, then this deck is not really viable:
GIX-TENDRILS
Land (13): 7 Swamps 4 Bloodstained Mire 2 Lake of the Dead
Non-creature Mana (15): 4 Cabal Ritual 4 Dark Ritual 1 Mana Vault 1 Mana Crypt 1 Chrome Mox 1 Lotus Petal 1 Mox Diamond 1 Sol Ring 1 Lion's Eye Diamond
Creatures (14): 4 Priest of Gix 4 Blood Pet 3 Dark Confidant 3 Mesmiric Fiend
Win condition (6): 2 Tendrils of Agony 1 Yawgmoth's Will 3 No Rest for the Wicked (savage!)
Draw/tutors (12): 4 Skullclamp 3 Nights Whisper 1 Necropotence 1 Yawgmoth's Bargin 1 Demonic Tutor 1 Vampiric Tutor 1 Demonic Consultation
So the deck is fairly abusive of the new re-instatment of how Priest of Gix works. Basically, you roll along on turn 1 and 2, playing out some spells. Skullclamp, Bloodpet, fiend, confidant, No rest.... just let it roll. Then on turn 3 or 4 you go off. SAVE YOUR LAND DROP on the turn you go off if possible. You're going to want to drop that lake of the dead. Bust out some Rituals, and start clamping your dudes. As your hand grows, play more rits and more dudes. If you find a Priest+No Rest+Skullclamp... then you essentially win. Once all your Gix's and pets are neatly in the yard... pop the No Rest for the wicked and GENERATE INSANE MANA OFF GIX! Now continue... clamp clamp clamp clamp... keep your mana in the "green" (meaning around 4ish mana) so when you do eventually come across Tendrills you can kill them.
Keep in mind 2 things: -- creatures returned via No Rest do not count as spells (for storm) when you pop the No Rest -- YOU CANNOT CLAMP GUYS WHEN YAWG WILL HAS BEEN CAST. Remeber that Skullclamp read "when the creature go into the GRAVEYARD, from play" Will will prevent that from happening.

No rest for the wicked returns cards to your hand not back to play. I think you may have misread no rest for the wicked.

Hum... Tendrils. No Power, no sideboard.
4 City of Brass 4 Underground Sea 2 Polluted Delta 1 Tolarian Academy 1 Sol Ring 1 Mana Vault 1 Mana Crypt 1 Lotus Petal 1 Lion's Eye Diamond 1 Chrome Mox 1 Mox Diamond 1 Grim Monolith 4 Dark Ritual 3 Cabal Ritual 4 Elvish Spirit Guide
2 Tendrils of Agony 2 Gifts Ungiven 3 Duress 3 Brainstorm 4 Force of Will 1 Rebuild 1 Echoing Truth 1 Tinker 1 Mystical Tutor 1 Demonic Tutor 1 Vampiric Tutor 1 Yawgmoth's Will 1 Yawgmoth's Bargain 1 Necropotence 1 Frantic Search 1 Windfall 1 Wheel of Fortune 1 Memory Jar 1 Crop Rotation 1 Regrowth
I've made this before just for fun, because I don't own any power either. Still works pretty well. Just Gifts for 3 Tutors + LED, then go for Will. Or do any number of other broken stuff with draw 7s, etc.
Jar can be DS Collosus if you want to go that route, too. Good luck.

Tendrils Francais - KITT - works very well as a budget build - http://www.themanadrain.com/index.php?topic=27005.0Go through the thread and see the budget versions ... It can win turns three or four fairly consistently without power and still retain all the components necessary for the quick win. I think its probably the best budget version.

Rarely has Flatulence been turned to advantage, as with a Frenchman referred to as "Le Petomane," who became affluent as an effluent performer who played tunes with the gas from his rectum on the Moulin Rouge stage.
