Remand a Spell plus Storm

The last counter from Rift Bolt is removed and the spell is played. If it is remanded, the storm count is 2?

I'm not sure what your question is.  If you are just looking for confirmation, then you are correct.
When the last counter is removed from rift bolt, you play it. It gets remanded (which is played). There have been 2 spells played so far.
