Mind's Desire is broken. It is an acknowledged fact.
How far can a storm draw spell be pushed?

[storm draw spell]
3UU
Sorcery
Draw a card.
Storm

At 3 storm, this spell mirrors Tidings, and at any storm greater than that, the spell is better than Tidings. Thoughts?

I have often had this exact conversation with my teamates; about what would constitute a good storm spell that said draw a card. 

We came to the conclusion that it would be fair at 4 mana, (either 2UU, or 3U) at sorcery speed.

3U sorcery: draw a card. Storm

or, for added spice:

3UU Instant; Draw a card. Storm.

It has obvious advantages as an end of turn draw spell.

Low storm counts are easily achieved, which would make this too useful too often an 3U. I'm feeling much more comfy with the 3UU casting cost at sorcery speed.

Until a hate deck comes along whose sole strategy is to storm out in the middle of its opponent's combo so they play that card and end up decking themselves!

I don't think Storm cards with abilities this powerful can ever be fair.  It's just a ridiculous combo tool, especially in something like T1.  Even in Dragonstorm, it makes it almost impossible to fizzle.

Cost it at 3UUUU...i don't think its even playable at that cost.

Only deck which could reasonably come up with that mana in the first couple of turns would be High tide.

If it costs too much, Mind's Desire is totally better, since the occasions when "RFG and play the cards for free" is not as good "draw the cards" will be few and far between.

People are saying that putting 1/1 Goblins into play with a 4cc sorcery is very very good. Wizards just printed that. That's what Storm does to a card. Hell, people are using Dragonstorm, clearly almost any cost is cheap once you look at the card as generally having Storm 3 and often more in those decks that would use the card.

As this is going to be Blue, I think there is no way this can cost 4 mana and as has been pointed out, at 6 mana Mind's Desire is better although I wouldn't worry about making a card worse than Desire I don't think we need to make it cost a lot more than Desire so we have a Sorcery that costs 5-6 mana or an Instant that costs 6-7 mana.

A triple {U} casting cost would ease my worries about this card, four seems a little off although, once again Wizards just did that to new Black punisher spell so we can't say there is no precedent.

3 {U} {U} {U} Sorcery gets my vote, for what it's worth.

I'd suggest moving it to black and adding life loss.  Something like:

Night's Scream
2BB
Sorcery
Draw a card.  You lose 2 life.
Storm

Then again, that'd probably still be broken in half in Ritual-based combo.  Maybe a 3BB or 4BB cost would be better.

Bear in mind that desire is ridiculously overpowered, (pre-emptively!) restricted, and a major spell in Long.  Seriously, cards in long are not for sane formats.
