First off, I'll admit readily that I don't follow Standard very closely (the occasional article on mtg.com, more or less). That said, I've been thinking --
- Mystical Teachings is pretty mana hungry
- Rewind untaps your lands
- Given this, why the hell doesn't Dralnu du Louvre play Tron?

Sketched list:

4 Mystical Teachings
4 Think Twice
4 Careful Consideration
4 Spell Snare
4 Remand
4 Rewind
4 Repeal
1 Spell Burst
1 Darkblast
1 Teferi, Mage of Zhalfir
1 Dralnu, Lich Lord
1 Tidespout Tyrant
1 Avatar of Woe
3 Dimir Signet
3 Island
4 Watery Grave
4 Underground River
4 Urza's Tower
4 Urza's Mine
4 Urza's Power Plant
SB: 4 Deathmark
SB: 4 Flashfreeze
SB: 4 Damnation / Persecute?
SB: 1 Commandeer
SB: 1 Shadow of Doubt
SB: 1 Extirpate

Now, revisiting the question of "why the hell doesn't Dralnu du Louvre play Tron", I suspect the answer might be that it involves cutting Deserts, hurting the early game where Dralnu is weakest, in return for utter late game dominance, where it already excels. A win-more thing, in other words. That being said, raw power is also not to be disregarded, so I think it merits examination.

Card choices:

- Careful Consideration is an instant, digs for Tron, and you even get to discard your flashback spells.
- Remand gets the nod over Leak and Snag because it likewise digs for Tron.
- Sans Deserts, you need help in the early game, hence Snares.
- A full set of sideboarded Deathmarks and Flashfreezes, and maybe Damnations, for the same reason.
- The plan against Proclamation decks in game one is to bounce their manabase with Tyrant. This is probably also your best bet against most other things you have difficulty dealing with.

Since I've just scoured Datatog for mostly every instant, Flash, and/or creature in Standard, I might as well share the rest of my findings.

Other notable blue or black instants:

Evacuation
Seize the Soul
Sudden Death
Trickbind
Plagiarize
Imp's Mischeif
Venarian Glimmer
Whispers of the Muse
(It's a shame Stroke of Genius isn't legal.)

There's also Damnation, which isn't an instant; which is the problem, because it's also likely the best card in the format. Difficult decisions suck. Four maindeck, four in the side, or omit entirely?

Notable instants in other colors: Research // Development

Going infinite with Teachings, Dralnu, and Research is hot, but firmly into win-more territory. And another color.

Notable creatures in blue and black:

Withered Wretch
Dimir Guildmage
Vedalken Plotter
Dodecapod
Mindless Automaton
Aeon Chronicler
Vesuvan Shapeshifter
Brine Elemental
Draining Whelk
Djinn Illuminatus
Nullstone Gargoyle
Triskelavus

Triskelavus plus Academy Ruins would be fairly ridiculous in this deck, but you can't tutor for Ruins, and I don't think there's room for any more lands which don't produce colored mana. If Gifts were legal, you could do the whole Gifts for Loam+Ruins+Trisk or Loam+Tron thing.

Notable creatures in other colors:

Bogardan Hellkite
Deepfire Elemental
Kaervek the Merciless
Thundermare
Lightning Serpent
Angel of Despair
Simic Sky Swallower

Hellkite and Deepfire Elemental are particularly interesting, especially because the former has Flash and is already played in Tron decks. The engine only requires black mana for Teachings' flashback and Dralnu itself, so an Izzetron deck with a light black splash for the Teachings engine could also be strong, if the mana is workable.

[Also, it seems that, besides Rewind and Tron, the rest of the engine is all available in block constructed. (You could perhaps substitute Urborg plus Magus of the Coffers for the latter. EDIT -- Tendrils of Corruption in that case, too. Pretty nice.) There's a Pro Tour coming up for that format, so this might be notable.

I just can't resist:

4 Mystical Teachings
4 Think Twice
4 Careful Consideration
4 Cancel
4 Dismal Failure
4 Tendrils of Corruption
1 Spell Burst
1 Venarian Glimmer
1 Wipe Away
1 Sudden Death
1 Extirpate
2 Teferi, Mage of Zhalfir
2 Magus of the Coffers
1 Dralnu, Lich Lord
1 Avatar of Woe
1 Stronghold Overseer
4 Urborg, Tomb of Yawgmoth
4 Desert
2 Dreadship Reef
2 Urza's Factory
4 Terramorphic Expanse
7 Island
1 Swamp
SB: 4 Riptide Pilferer
SB: 4 Shadowmage Infiltrator
SB: 4 Damnation
SB: 1 Plague Sliver
SB: 1 Trickbind
SB: 1 Imp's Mischief]

My best guess is because it really should be called tefari.dec and tefari costs UUU.  Playing the deck I often found that dralnu was really just a win more card for once your opponnet is down on cards and you an tutor for him and make sure your opponnet never resolves another spell while tefari or skeletal vampire beatdown ftw.
