Is this balanced? I think so. The only big reason for Time Walking is to have another attack step.

The only big reason for Time Walking is getting another land drop, another draw step and untapping all your permanents.

This is way undercosted. Try {2} {U} {U}, at least.

Maybe if it was green (and cost 1GG).  Blue doesn't put creatures in play anyway.

What is Time Warp, 3UU?  Maybe 4U, but I don't really feel that this is a balanced drawback, since it's insgificant to combo and control decks.

The card would be far more balanced were it inversed. A blue spell, costing three mana, which gave an extra turn provided that at least four creatures were under your control would be interesting. Wizards needs cards that reward your having creatures, not cards which punish you for playing them.

Wouldn´t it be broken as a 4-of in any deck supporting ETW (every combo/control-combo deck seems to be maindecking them right now)?

I actually don't think it would be too good. It would be very situational -- only castable after you've already "gone off." In general, cards that help you go off are much better than cards that help you once you've already gone off. We could all be running Urza's Bauble in Gifts to help draw more cards off Yawgmoth's Will, for instance, but no one does.
