This poll is like asking - what is the most important part of a table? You could claim that the surface is most important, because it represents the practical, functional part; you could claim that the legs, or the nuts/bolts are most important, because without a foundation the surface would be useless. Both answers would be reasonable, and trying to determine the best table component is a futile exercise.
You can break the T1 card pool into enablers and effectors. The enablers make your strategy possible, and include resource builders such as Lotus/Moxes/Mana Crypt/Sol Ring or Workshop or Rituals which build mana, and cards like Ancestral Recall and Brainstorm to build a hand, or cards like Time Walk and various Tutors that can contribute to achieving both. Without enablers present in a deck in large amounts it would be nearly impossible to be competitive in T1.
The effectors are responsible for carrying out your strategy, but these strategies cannot be successful without the enablers. Will is one such example, along with cards like Mind's Desire/Bargain/Tendrils/Tinker, along withcards like Oath of Druids, Bazaar/WGD, Smokestack/Null Rod/CotV/SoRs, or Salvagers etc.
You cannot mix cards from either categories, since the effectors are entirely dependent on the enablers (at least to be consistently effective in the long run).
