Lets say I play a pithing needle naming scroll rack, hen, I return my own Needle to my hand w/ Temporal Adept.  I then play the Same PIthing Needle again naming goblin welder.  Does the Needle affect bothe the Welder and the Rack even though it left play?  Same w/ Meddling Mage?

When a permanent leaves play and comes back, it is an entirely new permanent with no memory of what it used to be (except with phasing).  So, no, when you bounce your needle and replay it, it is just like playing a completely different card and has no effect on scroll rack or any card except welder.
