First, to the cards:

Summoner's Pact
0
Sorcery - Green
Search your library for a creature and put it into your hand.
Shuffle your library.
At the beginning of your next upkeep, pay 2 {G} {G} or lose the game.


Western Tolaria
Land
Transmute 1UU
Western Tolaria comes into play tapped
 {Tap}: Add  {U} to your mana pool


Now, it may just be me jumping to conclusions, but both of these cards seem extremely good in this format.  In any deck with Spirit Guides, which remain eminently playable in combo, Summoner's Pact adds a storm and a mana, while not requiring one to use up any actual mana from their lands.  This card will definitely be played in Belcher; it's too good not to be.  Guides have not been run in Long lists recently, but this may make them good.  Tolaria, on the other hand, is just absurd.  It gets Black Lotus or Academy, at instant speed, and is uncounterable.  I just can't add to that.

Transmute works at sorcery speed, but anyway. It will find its place in some decks. Especially Bomberman could make good use of it.

Can a land transmute into a 0cc artifact?

It's pretty bad as is, requiring UU, being a sorcery, strictly compared to the unrestricted Grim Tutor (which rarely is played at 4 copies), and cannot fetch Yawgmoth's Will or, well, nearly as many cards as the Tutor.

Transmute allows the player to search for cards with the same Converted Mana Cost. Lands have a CMC of 0, as does Black Lotus.

I really don't think Tolaria will be played, comes into play tapped just sucks, and paying 1UU to get a lotus isn't all that hot.

a zero mana tutor is interesting though, even if it's really narrow.

Western Tolaria would've been really broken in control mirrors about 3 years ago. Nowadays I can't see anything more from it than a very limited role in some random deck like Bomberman as a 1-of or something off the wall like that.

Western Tolaria is trash outside of Extended.  Legacy definitely will not pay 1UU to go grab an LED or Gaea's Cradle, what makes you think you'd want to pay 1UU for a Lotus or an Academy in Vintage?

Yay it's uncounterable!!  Hurray... when was the last time you got your Vampiric Tutor countered?  Here's a quick list of cards that are straight up better then Western Tolaria:

Vamp
DT
Grim
Crop Rotation (oh no, it doesn't grab Lotus, paying 1UU to make BBB or UUU without upping the storm count is just bad)

And chances are you run those anyways.  Does your deck really rely on Academy?  If so, why not splash green for Crop Rotation and Sylvan Scrying.  Oh, that's right paying 1 and an off color for Academy at Sorcery speed is awful.  Guess what, so is paying 1 and 2 on color at Sorcery speed.  Really this would have to be 2U at instant speed to be any good.  Even then it'd be competing with End Step Thirst (I'd imagine the uncounterable grab Academy would be better, but still there's only so much mana you can have before our cards in hand are more important).

I really doubt Summoner's Pact is going to see a lot of, if any, play.  It ups the Storm and makes a G or R!  Uhm... yeah.  Ok...

I'd rather play Rite of Flame.

     The Summoner's Pact card translates to a green creature only.
I was worried for a second too... First turn Dragon.dec would've gotten a huge boon...
Not to mention Kobolds!... Dear lord...

     On another note, it gets Tinder Wall, Elvish Spirit Guide,
     Noble Panther, and Berserk Murlodant,
    which is nothing to sneeze at.

It can't be used as a tutor for Worldgorger Dragon, but it can be used as a tutor for Protean Hulk, it just requires Karmic Guide, Carrion Feeder, Rain Drop Kami, Kiki Jiki and Bloodshot Cyclops to be added in the deck.

That's 3 to 4 more dead cards, but four free Emerald Lotus Petals that double as tutors could be worth it.

I'm no legacy adept, but won't tolaria be decent in standstill decks?  Finding conclave, wasteland, factory under standstill seems like the best use for this card that I can think of.
