Destroy all lands you control and all creatures your opponents control.

The basic idea is to give red creatures mass destruction. This is white and black territory. Usually, red mass destruction is about blowing up about everything. And as it is known, red is very good at destroying lands. So how about blowing up the land to clear the opponent's army while your army takes shelter? Ressources are scarce after such devastation, so mana from lands is no longer available.

Considering this ability is very red, it needs two colored mana in the cost. Now, what is an appropriate cost. The staples are Wrath of God and Armageddon. But the fact that you have to get rid of your lands to kill the opponent's creature means that the mana cost has to be smaller than 4 mana. At two mana, that would be too fast. So three mana it is. But three red mana or two red and a colorless?

It seems fairly good with all of the artifact mana that exists. Signets, Coldsteel Heart, Fellwar Stone, Totems, Prismatic Lens, Spectral Searchlight, and Ur-Golem's Eye are all in Standard currently. 1RR for what is more or less a one-sided Wrath seems quite good.

Would making it "Destroy all lands and non-creature artifacts you control and all creatures your opponents control." fairer? If so, would it become a sucky card?

This should probably cost something like 3RR.  Remember that Plague Wind costs 9.  Who cares that you have to sacrifice lands?  You don't need lands when you have a board full of creatures.  Making it cost more doesn't hurt the strategy of this card that bad, since you'll want to play artifact and creature accelerants along with it anyway.  And it keeps it sane in that at 1RR you'll probably be able to cast this off land/creature mana even if you've already cast it, while at 3RR you'll probably have to drop some more lands.  This spell should not let you 1-for-many their creatures like Plague Wind; it should let you 1-for-1 your lands with their creatures.

This card is much better than Wrath. It should cost more than 4. It's more comparable to Plague Wind. I'd say something in the 6-7 range.

How about choosing a non-legend creature? Otherwise he is a UG instant Wrath of Frog.
