This is definitely cute, but I really wonder if it's worth the slot in any set.  Could it cantrip?  Could this become a sacrifice ability on a creature?  Or maybe it could counter abilities, too, which would give it some Stifle-like uses for your own permanents.

Allow it to counter target spell you own and it becomes a way to counteract effects that have changed the target of your spell.

This is quite an amusing card and, if paired with the correct flavor text and illustration (Foglio?) could become a greatly fun, if someone terrible, card.
If, however, you wished to make this a bit closer to playability, how about:

R
Instant
Counter target spell you own. Draw two cards.

This would let you at least play around Misdirection and Countermagic. Given that Arcane Denial sees no play, this almost certainly wouldn't either. But it would at least make the card a bit more viable while retaining the original feel.

I do like Ephraim's suggestion of "own".  "Draw 2 cards" makes it +2ca against force of will, in a totally retarded way.  Maybe that's ok.  I sort of feel like complicating it takes away from the absurdity though.  Thoughts?

I like the current version ("Counter target spell you own.")  It's perfect 'bad rare' material, like One with Nothing, Obstinate Familiar or Mudhole, although it's simplicity is more reminiscent of the former two. Adding card draw to this does detract from it's absurdity, and I think the normal gut reaction is to make this less terrible but, in my opinion, this card is perfect as is. I'd even say this is a real design gem; creating 'bad rares' that are simple and intuitive that fill unexplored design space is difficult. Good job.

All 3 of the cards you mention have uses as sideboard cards in certain matchups (against Owling Mine, decking strategies, and Terravore / Crucible abuse). What matchup do you board this in against that you couldn't also just board in any old Counterspell instead?

Also, seeing as how One With Nothing and Mudhole are two of the most loathed cards in existence, I don't see the point of making something that bad.  If this were a cantrip, you couldn't just cast it to draw the card (like Overmaster).  Teferi's Response is basically unplayable, and it counters something much more relevant and lets you draw 2 cards. It's not like I'm saying it should have cycling, so that you could use the card without a target.

I like the draw two, it's still simple, but now it's useful too.

It's only one card advantage aginst a conterspell normally, that's a pretty reasonable card.  Draw 1 extra card when a spell of yours was countered.  But it has other potentially interesting plays as well.  With draw two, there would be uses for this card, but it'd be rare.  Without draw two, it's completly useless, it's funny, but it could be funny and useful.

And you could always cast a cheap useless spell and counter it for draw two, thus "cycling" the other card for the high price of it's CC+1.

Absolutely impossible.  Blue, the colour of countering, doesn't get hard counterspells for two mana anymore.  Red should not get a hard counterspell for one mana.

I've added a clause that returns the card to your hand.  Does that give it a little more interestingness without overcomplicating it?

Actually, would returning the spell it targets to your hand be better/worth doing?  Much worse than REB, but now a little bit applicable.

I like the basic idea, but it currently still doesn't have any situation it's actually useful to cast it.  It needs some kind of benifit, like draw a card, or, a more red benifit, do 2 damage to target creature.

I think it is fine as-is. I don't think it needs a benefit. It is supposed to be a bad rare like One With Nothing. Not to mention it certainly has interesting interactive capabilities. For instance, if at some point some spells had some sort of "if this spell is countered, do X" this could be an interesting card. Even right now the uber-Johnnies would love it; I'm sure it has some weird applications. Not every card has to be good, and I think this would be a fun card.

Yeah, it should be templated similarly to the Pulses from Darksteel. (i.e. "Return ~this~ to it's owner's hand.")
