First of all, why am I calling this NCB? Well, it's because you can play with up to 7 cards, but might have fewer. Cofnused? Read on.
Here are the rules:
- Your deck comprises N cards, all of which start in your hand. N can any number from 1-7.
- The library starts at 0 cards and you have no sideboard (Wishes fetch nothing).
- Random effects always go in whatever way is least favorable to you.
- All hands are revealed, so you always make the best possible play.
- You don't lose as a result of not being able to draw a card. If cards are put into your library, you draw normally.
- Unglued, Unhinged, Ante, and Dexterity cards are all banned.
- All decks are entered into a single multiplayer battle, with the winner of that game winning the tournament.
- If a player dies, cards belonging to that player stick around if someone else controls them.
- The additional rules listed below apply, but they're too long to summarize.
- Other than the aforementioned, normal Magic rules apply.
Here are the additional rules
1) Players enter a bid along with their decklist. Each bid consists of two parts: a number of cards, and a number of life. Each card bid is "worth" 20 life. Each player's deck may consist of seven cards,
minus the number of cards bid, and each player starts with 20 life,
minus the amount of life bid. For example, a bid of 2 cards, 7 life means you start with 5 cards and 13 life (and your bid is "worth" 47 life). The player with the largest bid goes first, and then the next largest bid, and so on. In other words, each player goes before anyone with a smaller bid, and after anyone with a larger bid. Ties would be determined randomly, but if there's only one, I'll calculate the winner for every turn order.
2) If any player takes an action that would win the game, and a player could stop it, that player is required to do so. However, instead of priority passing around the table, it always starts with the first player, and continues from there. You are allowed to stop actions that do not win the game (eg, countering a spell that would kill only you), but you *must* stop someone from winning if you can. This prevents players from holding onto their countermagic, and forcing someone later in the turn order to act first.
3) Players cannot take actions that would cause the game to be a draw, unless all other actions they could take (including doing nothing) would also lead to a draw. For example, you cannot Earthquake for 20, because that would draw the game. This rule is to ensure that there is a winner. Once all players consecutively takes no action on their turns, "taking no actions" counts as an action that would cause the game to be a draw, until someone takes an action.

Note: Only list as many cards as your deck will have! If you're bidding two cards, your decklist should contain five cards, for example.
