If I copy chain if Vapor onto myself does it build up spell count for storm

Chain of Vapor  U
Instant
 Return target nonland permanent to its owner's hand. Then that permanent's controller may sacrifice a land. If the player does, he or she may copy this spell and may choose a new target for that copy.

No it does not build Storm count. You copy the spell's effect of returning a non-land permanent but it does not put another Chain of Vapor on the stack.

This is not correct.

It's true that the storm count won't be increased, but putting another Chain of Vapor on the stack is exactly what the "copy this spell" part of the effect does.  Storm counts the number of spells PLAYED, though.  The original Chain of Vapor was played, the copies are simply put on the stack, not played, so Storm won't count them.

I would also add that if you have heard about people ramping Storm with Chain of Vapor, you were not necessarily mislead.  It is a common play to sacrifice several of your own lands in order to bounce Moxes, etc.  Since they are free, doing this will generate Storm when you replay them.  It's just that the Chain copies themselves do not create Storm.
