I'm interested to hear coments on the following:

Leyline of the Forth Type {2} {U} {U} {U}
Enchantment
If Leyline of the Forth Type is in your opening hand, you may begin the game with it in play.
Each player can't play more than one spell each turn. Any player may play spells without paying their mana cost.
Where law and power converge.

It's my attempt to translate Type 4 into real world magic.

Certainly the symetrical design can be abused, but would it have a horribly detrimental affect on formats?
Should it have the Leyline ability?
If it didn't have the Leyline ability, how much should it cost?

Issue #1: It's absolutely broken as hell.  One player plays this, mulligans down to find it, and just devastates opponents.
Issue #2: It's the 6th card in a 5 card cycle.  WTF?

It should not be a leyline.  I don't think it should be a card, actually.

Dream Halls is considered broken by some, so this really doesn't stand much of a chance at all.

Not being able to Torch your opponent for a billion actually makes it a slight bit more difficult to break, but just build a deck with the Leyline and Powders, and some of these cards:

Wit's End
Head Games
Hypnox
Myojin of Night's Reach
Myojin of Life's Web
Nullstone Gargoyle
Dovescape
Enduring Ideal
Time Stretch
Decree of Silence
Biorhythm (plus, like, Arbor/Factory/Nexus)

...and so on.
