Are prerelease foils legal for play in constructed tournaments?  If I need a third copy of Reya Dawnbringer and I am willing to sully my prerelease card, is it legal?

Yes. They just have to have Reya Dawnbringer as the title and have Magic backings, it doesn't matter what edition Reya you bring to the table.

Are those the two qualifications?  It seems like that wouldn't exclude collector's edition moxes.  Or is it just that it needs to have traditional magic backings?

So you couldn't use a set of Wyvren backed hymn to tourach's in a tournament?

To be more completely correct, shouldn't this say "All cards used in DCI-sanctioned Magic tournaments should be interpreted using their current Oracle(tm) wordings"?

EDIT: Ok, RTFM, seriously.  That's section 103. =)
