I designed a storm deck for a Gifts and Chalice heavy metagame back about a year ago that ran 4 Bazaars in the maindeck. It was actually very good.

People seem to have very short memories in Vintage, you might want to look at Gencon's results for a deck storm deck which optimized Bazaar.
