So I recently liquidated my rare collection minus a few Red/Blue staples so i could make a T1 (or vintage as I guess it's now called) deck. So if anyone has any ideas, for a mid-tier deck i could build let me know. the tourneys i participate in allow proxies so any ideas can work. thanks.

This post is lacking key information.  What are the few cards you have left?  What do you expect to play against?

There's a lot of powerful synergies within these two colors even at the budget level.  PTW first tapped the fairie/wizard combos, but there's still plenty to be had with ninjas, pyrokineses, fire/ice, etc. that will bring a lot of opposition (?) to workshop based decks, GAT, or combo.  I had decent success, granted online, with the following:

Stack - 18
4x FoW
4x Brainstorm
4x Pyrokinesis
3x Fire/Ice
3x Daze

Beat/Control - 17
4x Sage of Epityr
4x Ninja of the Deep Hours
3x Razorfin Hunter
3x Gorilla Shaman
3x Waterfront Bouncer

Utility - 6
3x Sword of Fire/Ice
3x Simian Spirit Guide

Manners - 19
4x Polluted Delta
3x Flooded Strand
3x Island
4x Volcanic Island
4x Wasteland
1x Strip Mine

If mid-tier means cheap I my idea would be some U/R Fish build.
If you have Moxen, i suggest U/R Landstill or UrPhidian.

You can search for lists by yourself.

thanks for the help so far. now i can tell you that i have volcs, and im in the process of getting two more FoW. but otherwise i only really have a quicken, stasis,  mystic tutor, steam vents, and shivan reef, in addition to my very large collection of commons/uncommons that probably hold a few decent counters and maybe a gorilla shaman. everything else i plan to buy over time by buying and reselling my standard stuff. so,i guess my big problem is i can't find a website that will organise for me list of builds based on what i want to build and how successful they are, which makes things very difficult for me, mostly because i'm a lazy sob. so, i'm just unsure of what a good deck build would be for me. i know i said mid-tier before, but i want to be competitive, and i want to win, so i guess mid-tier isn't going to do the job for me anymore. any other ideas or advice out there?

u need to remember u can use those land out side of u/r because most decks run u any way so if u got b/u/r then ur deck can increase amazingly tog comes to mind gush is  amazing brain storms (i know u know just thought i say) the good tutors thought seize deep analize(spelled wrong most likey) i have been useing the bazzar with tog latly to get a will in or just toi have big grave yard with some flash back also ee is good leyline of the void (sb) run tinker and what ever u want as second win condish stink weed imp is anoth chooice to make tog big though u need to have control in have (crypt stoping) also tendrils/minds derire if u want to stay away from tog well good luck
