I'm just wondering if anyone has used or heard of anything about this website.

http://mtgproxies.freewebspace.com/Scans.htm

It cheap to get these proxies and they seem to be legal for proxy tournaments right?

Illegal to sell and I can't imagine any TO allowing them as proxies in a tournament (because he said himself that they are thicker and heavier).

These proxies are about as illegal as it gets, both in the legal and the tournament realms.  The extra thickness would disqualify these.
