Runed Halo* {W} {W}
Enchantment   Rare
As Runed Halo comes into play, name a card.
You have protection from the named card. (You can't be targeted by it, and all damage that would be dealt to you by it is prevented)

What are your thoughts on Runed Halo? its like a True Believer that can also name creatures (Such as DSC, Piledriver, Tarmogoyf, Psychatog, Quirion Dryad or Virulent Sliver delaying the poison counters). Is it too narrow or do you foresee it being played?

I'm not sure on the effectiveness of this card as a silver bullet yet, but it seems usable. Also I think this trend of white's Can't-Be-Played-control may lead to a very disruptive new archetype in the future.

1st Issue is its  {W} {W}.  2nd issue, decks run multiple win conditions.  Storm Combo runs both warrens and tendrils, name one and they easily get the other.  Flash is in general changing to the Lark kill, name Mogg Fanatic?  Get a X/X feeder on you next turn.  Card is horrid vs. any form of Aggro.  Name Dryad against GAT?  Take a goyf or Tog to the face.  Colossus? Tendrils or X which is whatever the hell they run aside from that.  Its cute but unreliable to cast and too broad to be effective.

But is it work if we name Empty the Warrens?? Since Warren says : "Put two 1/1 red Goblin creature tokens into play.
Storm (When you play this spell, copy it for each spell played before it this turn.) "
Consider we name 'Goblin' as a name, will all goblin token's damages be prevented by Runed Halo?

Pithing Needle is also an artifact that can be played in any deck and can be used on a broader spectrum of cards. If you want some mana denial, name a fetchland, if you want to give workshop decks a mons goblin raider, name Welder, etc.

It is legal to name Empty the Warrens, but this will indeed do nothing since damage is not done by the card itself but the Goblins it created. There is no card named "Goblin" so you are not even allowed to name that to prevent damage from Empty the Warrens.

I think that card is complete crap, it will never prevent your opponent from winning. On top of that, if you consider the casting cost ...

Without looking it up my best guess would be you have to name "Goblin" because that is the name of the token.  Assuming you can prevent it from a token at all because Runed Halo specificly says "name a card".

As for the question is this card good.  I am thoroughly convinced it is not better than Meddling Mage.  Which is probably the card that it seems like it would be fighting for space with.  I can't really see this card being played outside of a Fishesque deck.  With Mage you can name things like Merchant Scroll and it attacks for two.  Or against something like Flash if you have Leyline of the Void in play you can name Chain of Vapor and effectively win the game right there.  Halo only turns off win conditions, which also get turned off by Mage also can be effectively shut down by Mage.  Mage also tends to cut things off at the soure and requires less guessing.

Examples:

Mage = Tinker > Halo = DSC or Sundering Titan?
Mage = Flash > Halo Mogg Fanatic or Virulent Sliver?

My guess is that U/W/B Fish could make use of the card as a 1-2 of Max, even 2 seems exhausting on the  mana base.  I see this card playing in the sandbox with Meddling Mage, and using it to cut off win conditions while Mage is free to be set on enablers.  The use of this card MAY reduce the need for B in Fish decks, however I'm not convinced on that fact as of yet.

You get protection from the name.
