It's too strong at 1R.

Game situation, you run your RG aggro deck and play  {G} -> BoP,  {R} -> EB.

Your opponent, starting second, goes back 0 land (essentially a Timewalk for you) while you stay on a single land with the BoP up to play an additional 1cc spell.

You hit for two and don't pay the upkeep. With a second copy, on your turn 3 you can Timewalk your opponent again and still have an extra mana up if you hit your third land drop. Your opponent is at 16 on 0 lands and his opening 3 land hand is now a one land hand before he plays a spell.

And you're playing an aggressive RG deck with low CCs to offset the mana disadvantage of the EB.

Played that way it is a Tremble that can attack for 2. As far as I know Tremble has never seen play in constructed. Of course this one is a lot better then Tremble and more flexible since you can opt to keep it (which I think would be fairly rare). Does that really sound to strong? It would probably see some play but it doesn't strike me as overly powerful. 2 mana for 2 dmg and each player sacc a land or 2 mana and 2 land sacc for a 2/2 haste and enemy sacc one land.

Maybe it could be made a 2/1 or one could remove haste. Removing haste would probably result in no play in constructed thou. An other option would be to raise the cost to 2R but then echo would probably have to go or be replaced by  {R} or something then , alternative making him a 3/1 (then I would probably make him an elemental).

However I'm not convinced he is broken in current shape, but let's see what others think.

At the very least, it's a Tremble with a Shock attached.  That said, there were entire decks in T2 whose plans were to play guy + Stone Rain (I've also seen Crack the Earth see Constructed play).  It's potentially very strong, but I think I'm okay with that.  That said, land destruction is where we have to be most careful, since it gets degenerate very quickly.

I would reword it so that the opponent has a little time to deal with losing a land:

1R
Creature -- Barbarian
2/2
Haste
At the beginning of your upkeep choose one -- sacrifice a land; or sacrifice ~this~ and each player sacrifices a land.

They can even use a removal spell on him, if they're desperate to keep their land. It's a nifty little choice, and I like that the opponent has to try and figure out if you'll trade him in for a Crack The Earth or if you're going to keep feeding him lands and attack some more.
