The reason why I made this card:
Blue is the color dedicated to counterspells, so why shouldn't there be more blue counterpermanents like Declaration of Naught. So the thing I came up with was a land that could counter spells; it would fit the flavour as you can assume that some wise blue wizard infused the ground his stronghold was build on with blue mana so he'd have one last line of defense.
To make sure this card is tied to Blue I added the drawback of the mana ability.
So, what do you think.
P.S. I apologize if my English is not the best for I am a not a native speaker.

that submission as it stands is unreal powerful - a colorless counterspell that cannot be countered??
