Hi.

Can I cast Fire//Ice with mana from Pillar of the Paruns?

If I have a Painter's Servant in play naming Blue,
can I cast a Lightning Bolt with Pillar of the Paruns?

Fire//Ice is a multicolored card.  Pillar of the Paruns doesn't care about the color of the card however.  It cares about the color of the spell.  And the spell you're playing is either Fire, a red spell, or Ice, a blue spell.  Neither is a multicolored spell, so Pillar's mana cannot be used to play it.

With Painter's Servant, however, it will affect the spell. And if it gives it an additional color, the spell is then multicolored and mana from the Pillar can be used to play it.
