Turboland is one of those decks that tends to hover below the level of competitiveness, but it depends on what meta you are looking at.
Any time Stax is doing well Turboland becomes much better, while any time that Long is doing well Turboland becomes weaker.
I usually have as many as 5 Turboland variants sleeved up and test them fairly regularly. The one that is testing best right now is this:

Cruel Tutor is bad. Do not run it. A second Beseach the Queen would probably be better, but I am not sure that is right either.
It looks like you are trying to go budget, so Recall, Walk and Lotus are out of the question. That said, you are probably better off selling Imperial Seal and Grim Tutor to buy an Ancestral Recall. Imperial Seal and Grim Tutor are solid cards, but that can be replaced by cards almost as good. Meanwhile, there is really no replacement for Ancestral Recall.
Against Storm combo you have Orim's Chant which is good, but you also give them extra draw with Horn of Greed. Your only other disruption is Strip Mine. 4 Orim's Chant and Strip Mine are not enough to significantly slow down Storm Combo and I doubt you can reliably race them. This issue will need to be addressed in one form or another.
Exploration is a solid card in conjunction with Horn of Greed. The two function as a draw engine together. Also Exploration can help accelerate out an Academy Rector. If you go the Exploration route then more Crucibles and a Fetch mana base start to look better so you are never missing your land drops. Once Crucibles are added then between Crucibles and Explorations a full set of Wastelands start to look good.
If you are trying to create a deck to compete with powered decks then you realy should look at adding Null Rod. Null Rod has some huge advantages for you. First it is mana denial that plays well with Strip Mine. Second it shuts off Tormod's Crypt which is huge since your combo needs the graveyard. Third it only shuts off your Zuran Orb and Scroll Rack. I would definitely suggest a full set of Null Rods. By the way, I hate Zuran Orb as a card. Both Nomad Stadium and Glacial Chasm are better in my opinion. I love Scroll Rack, but it is much worse in a deck with Rods obviously.
For the sideboard I would suggest adding Leyline of the Void since you can find it with Rector. Also, Sphere of Resistance and Duress effects are pretty good against Long.
The Diabolic Intent + Academy Rector combo is a very powercombo that gets two combo pieces, but I imagine it is tough to assemble with so few of each. I wonder if you would be better off trying to Oath up Rector with a rainbow base. Then Rector could grab Fastbond or Yawgmoth's Bargain. As long as you have Zuran Orb, Bargain seems pretty good.
If you run Oath of Druids then you can also run Cabal Therapy to sacrifice your Rector too. Therapy is nice in that it is decent against Long and you could add Duress and/or Thoughtseize instead of Orim's Chant and in that manner your Therapies might not always be blind.
Another advantage of Oath of Druids is that it provides some flexibility in terms of alternate wins. Post board you could bring in Overloard or other non graveyard related creatures to doges Graveyard hate or Root Maze or other cards that hate out Turboland.
If you go the Oath route then annother option is to run Rasputin Dreamweaver and Recoup along with Replenish. The idea would be to Oath up Rasputin and then use the 7 mana he gives you to Recoup Replenish and get Fastbond and Bargain all at once.
