Locals tourneys are being run with the following rules: no P9, no sideboarding (Wish boards allowed), and no proxies.

Am I right in saying this is Ichorid's wet dream?  What else is even viable?  I mean, every deck has to start with 4 Leylines.  Oath is nice against generalized aggro and having to maindeck 4 Leylines is survivable.

This is basically Legacy with Yawg Will, Oath, and Goblin Recruiter since nobody will have Bazaars or Workshops?

You got Bazaars yourself? Go for it.

If moxen is not allowed, then RG Beats could use a replacement for 4 Chalice and 4 Null ROds, say, 4 Bolts and mayber 4 more Bolts.

And why isn't it Legacy instead?  The cynic in me thinks it is because the shop owner has a set of Drains/Shops/Bazaars or something but no real power, and is a complete tool.

Yeah, 'cuz no sideboards doesn't *favor* non-interactive decks...

I don't own the Bazaars.  And I think the legacy build (Breakthrough, Coliseum, etc) might be better since maindeck hate is pretty much a given.  RG beats needs goyfs, which I don't have.  And it's really the wrong time to buy them with their price dropping so fast.  Some variation on Food Chain Goblins is probably also competitive for this weird weird format.

No p9 allowed.  No power for anyone, real or proxy.

And no sb except for a wishboard?  Weird.

I would probably play Oath with Cunning Wishes or something.  Empyrial Archangel is pretty awesome in a format with more creatures and fewer Drains.

You could also run Legacy MUC with Mystical Tutor and Tinker-Colossus.  Run 4xSower of Temptation and possibly 1-2 backbreakers (Teferi, Morphling, Rainbow Efreet, etc.) as the other kill conditions.  Splash an off-color basic or two for Engineered Explosives and run Back to Basics.  Even if you don't have Drains, it's still good, even without 4xFact or Fiction.  Run the 1 Fact, then Thirst for Knowledge and Relic of Progenitus and/or Tormod's Crypt.  This will beat Oath, beat Ad Nauseam, dodge graveyard hate, and do decent against midrange aggro and any Ichorid without Bazaars (which should be most, from the sound of it).
