// Lands
    13  Plains
    4  Flooded Strand
    1  Island
    3  Academy Ruins

// Creatures
    1  Serra Angel
    2  Razor Golem
    4  Jotun Grunt
    4  Court Hussar
    3  Serra Avenger

// Spells
    4  Mesmeric Orb
    2  Glorious Anthem
    2  Wing Shards
    1  Sword of Light and Shadow
    1  Loxodon Warhammer
    4  Faith's Fetters
    1  Fireshrieker
    1  Sculpting Steel
    4  Talisman of Progress
    2  Ghostly Prison
    1  Echoing Truth
    2  Rushing River

The point of this deck is Vigilant creatures, Jotun Grunt, Academy Ruins and Mesmeric Orb.

My SB is embarrassing, because I'm a vintage player, only have so many cool T2 cards to devote to this.

Build my SB please. I'd be glad to detail my deck's game plan, but if you understand mesmeric orb, you should understand.

(2: mesmeric orb: if someone untaps something, they mill 1 card.)

Help me with SB. (my deck is now extended, but I have no problem playing vs casual Legacy.)

Not sure what you're looking for here.  Why do you need a sideboard if your deck is casual?  None of my "kitchen table" decks have sideboards (wishboards, maybe).

Your deck seems to be designed around a two-pronged plan:  1.)Get out Mesmeric Orb, and 2.)Keep from triggering Mesmeric Orb yourself so that your opponent will be milled faster.  The problem I see here is that neither of these prongs does much to disrupt your opponent's game plan.  For example, I can't imagine you winning even a single game against TEPS or Elves.  Are those the sort of matchups you're considering?  It's hard to build a sideboard if we don't know about a meta.

The first card I'd suggest, though, is Ethersworn Canonist.  You might also consider True Believer, Sword of Fire and Ice, and if you go with Legacy, as you suggest, Meddling Mage.  Against combo, you can board out Mesmeric Orb and some other stuff to transform into a sort of clunky, almost-monowhite Fish deck.  See Masashi Oiso's match against PV at Pro Tour--Berlin for an example of how well this can work (Oiso blows out game one with TEPS, PV boards into Fish and gimps him with Ethersworn Canonist for the next two games).

Other than that, I mean, boarding in Wraths seems reasonable against aggro, which will mostly have a faster clock than you.  Also Path to Exile or, if Legacy, Swords to Plowshares.  You are kind of pre-boarded against aggro with your maindeck, though.  Maybe board the other two Ghostly Prisons?  You could also try to up the blue component enough to run Sower of Temptation, which is an absolutely fantastic card in Legacy right now.

Thanks for feedback.  I've had this deck built since Kamigawa, but my IRL deck uses inferior (but foreign and signed) Yotian Soldiers instead of Serra Avengers (I only have 1 Avenger in real life).  I play this on MWS vs Ext Fun or Casual players, and not against TESTING EXT - Teir 1 only! type games.  You know, casual.  But all my decks have sideboards as duels are best 2/3.

My SB would likely start as
4 Disenchant
2 Ghostly Prison

I want to keep sb cheap (so no Orim's Chant/Wrath of God).

Thanks again!

Bluntly, I really have no clue what this deck is supposed to do.  That's not a criticism, I'm just rather confused.  Are you trying to deck your opponent or kill them via damage?
