If I have a Frogmite and an Arcbound Worker on the board, and my opponent casts Volcanic Fallout, do I have the option to stack the order that my creatures go to the graveyard? Does this allow the modular counter to then hit the stack and resolve before the Frogmite goes to the grave? Or do both creatures die at the same time fizzling the modular?

All damage from Volcanic Fallout is dealt at the same time, then you check state-based effects. So you have a 1/1 with 2 damage on it and a 2/2 with 2 damage on it. Both are put into the graveyard at the same time. The Arcbound Worker's modular trigger doesn't get put onto the stack because there is no legal target.
