Is this strategy better than Tezzeret? The idea is to grab an ideal hand with Parallel Thoughts and use timetwister or diminshing returns to draw this ideal hand. The hand should consist of Time Vault, Voltaic Key, Force of Will, Random blue card, Yawgmoth's Will, Mana Drain, and Inkwell Leviathan. Always make sure that you cast Parallel Thoughts before diminshing returns so that your key cards aren't removed from your deck. Here's the list:

1 Ancestral Recall
1 Voltaic Key
1 Yawgmoth's Will
1 Demonic Tutor
1 Vampiric Tutor
4 Thirst for Knowledge

The reason I run Parallel Thoughts over Tez is that it allows for you to grab appropriate counter backup, your kill condition, your combo pieces, and graveyard recursion in case something goes wrong as opposed to just grabbing the key combo pieces and for the same cost. The downside is that you have to rely on draw 7s much more but there are enough draw spells and tutors to make this easily possible.

Interesting direction to take.

But I do not believe this is stronger than the current Tez decks.

First of, I haven't tested this and am only noting things I could see going wrong.

They bounce or REB your enchantment. I understand that you are running 12 Counters
but getting into a counter war over a bounce/REB could be bad for you. If you win your good,
But lose the counter war, and it kinda means you lose the game as well.

Yet with Tez that is not the case. If Tez resolves it goes busted, if not at least your win is still
in the deck.

How often has it got into a counter war and has had the mana available to Pay for pact or combo that turn?

Just as a side thought, would high tide help?

Wheel of Fortune and Time Spiral are other draw 7s you may want to consider.

I have to say, an 8 or 9 mana two-card combo seems less exciting than a 5 mana one-card combo.  You may want to incorporate Tendrils as well.

I haven't really tested this so I have no experience with counter wars breaking out over REBs and paying for pact and such. Theoretically Pact should be a last resort and you should always have enough to pay when you cast it.

@Anusien
I might try Time Spiral in here but it's a little pricey and wheel is off color. I have tried going the tendrils route with this before but it seemed inefficient. What would I cut for tendrils as well?

If you don't have a kill that takes less than three turns to work, you shouldn't be running Pact of Negation.
