It's very hard to answer this question because it's really dependant of the game state. I mainly play it at the end of my opponent turn, especially if he did draw go (in control mirror, it's golden, remora or not) I would definatly play meditate end of opponnent turn even if i have drain open. Chances to draw a pitch counter are really high.
Against stax, there is absolutly no reason not to cast meditate whenever you have the mana to do so, except perhaps against the most aggressive shop strategies (topdeck karn can be devastating). All the lock pieces are good to see when you want to play it, except Crucible of worlds.
Fast tendrils : i haven't got alot of experience in those matchups. The only Storm matchups i tested against are TPS, and TPS have to play alot more controlish than in any other mathchup, so unless he has necro out, he will draw Duress/go in the first turns so you have a good window, especially holding some pitch counters.... Don't fear to let draw7 resolve with few mana left, your chances to get counterspll heavy hands after that are high. Of course, remora is golden in this matchup.
Against any fish decks, even if my opponent got a draw engine such as selkie and confidant out, i will play my meditate very aggressivly in early game, to deploy my manabase against his disruption. his creatures aren't that big, it's really easy to figure if one additionnal turn + creature (try to figure with the biggest possible tarmogoyf or jotun grunt + 1 or 2 exalted) will kill you or not.
In my process to test/play the deck for Bazaar of Moxen tournament, there are only 1 time that i badly estimate the impact of the additionnal turn on the game and lost during this turn. And I'm not a really good player so it should be easy with practice for anyone.
