UBA mask and dredge cards

I have been out of magic for a streak and wanted to know how uba mask and dredge cards now interract.

As they are both replacement effects for drawing cards would the active player of the turn get to choose which happened.

 I.E. can I dredge even though an UBA mask is in play?

You're really close.  You can dredge, even with an uba in play.  Where you got it wrong though was it is not the active player that chooses which replacement happens, it is the affected player.  Since you are the one with two replacement effects trying to take over your draw, you choose which one happens and ignore the other (or all others if there are more than two replacement effects working at the same time).
