I am become Death, the destroyer of Worlds

current Version:

Death Winds

BBB

Enchantment

When Death Winds comes into play, pay X life. All creatures get -X/-X until end of turn.

Sacrifice a Creature, pay 3 life: Return Death Winds to your hand. Play this ability only whenever you could play a sorcery.

Original Version:

Killing Wind

XB

Sorcery

All creatures get -X/-X until end of turn. You loose X life.

This card compares to Earthquake:

It hits all creatures vs non-flyers only

It is a toughness reducing effect, thus not prevented by protection and cannot be regenerated from.

It does not hit the opposing player, thus creating an uneven loss of life.

It cannot kill Tezzeret (and any other walkers that might become Vintage relevant).

It seems strong but balanced. It would be a great sideboard card for TPS vs Noble fish, killing Canonist, Meddling Mage, Mindcensor and Teeg while getting around Teeg's ability and being scalable to kill Goyf  or other problem dudes. No existing card fits that role.

It would be fine for standard, again the fact that it misses Planeswalkers and creates an uneven loss of life would make it non-broken in today's aggro heavy metagame.

Noncreature spells with converted mana cost 4 or greater can't be played.
Noncreature spells with X in their mana costs can't be played.

This doesn't get around Gaddock Teeg at all.  Despite that, I don't see why it wouldn't be a viable card.

You could do "As an additional cost to play this, pay X life.".  The text you have now we longer print that way.

This issue here is that wording would make it unplayable due to counterspells- I don't want the life payment to be part of the cost, rather part of the effect.

That's a trade-off you'll have to make.  We don't put activated abilities in spells that way anymore.  You'll have to try and find another way to word the card.

Death Winds
BBB
Enchantment
When ~this~ comes into play, you may pay X life. If you do, all creatures get -X/-X until end of turn.
Pay 3 life: Return ~this~ to its owner's hand.

Modeled after Rise of the Hobgoblins, which gave an example of how to do a 'sorcery' that you didn't have to pay entirely up front for.

Kind of reminds me of a buyback Covenant of Fire.

like this alot, but might it be regarded as slightly too powerful? I'd be fine with it, but that's because the decks I like to run generally only have a few creatures (often 1), and generally the toughness number is 6+ (often 11) on said creatures.

The power of the card can be tweaked by changing the mana cost and the cost to return. First you need to get a card that does what you want it to do, then worry about costing it appropriately.

The cost to return could be, "Sacrifice a creature, pay 3 life" and playable only as a sorcery, for example, so you couldn't reuse it in a creatureless deck. In fact the sac+sorcery speed reminds me of Recurring Nightmare - maybe this could tie back to it thematically, Time Spiral-style.
