{4}, {Tap}: Search your library for a Rebel permanent card with converted mana cost 3 or less and put it onto the battlefield. Then shuffle your library.

Bound in Silence

Tribal Enchantment — Rebel Aura
Enchant creature
Enchanted creature can't attack or block.


    * 702.16. Shroud
          o 702.16a Shroud is a static ability. “Shroud” means “This permanent or player can’t be the target of spells or abilities.”
          o 702.16b Multiple instances of shroud on the same permanent or player are redundant.

(I know this one, but I'm asking it because it keeps coming up and I'd really like an answer to point to)

Alice controls an Amrou Scout and plenty of untapped mana.
Bob controls a creature with shroud and no other relevant abilities (we'll say it's a Kalonian Behemoth for the sake of the question).

Alice taps Amrou Scout to play its library search ability and fetches Bound in Silence.

Can Alice put Bound in Silence into play enchanting the Behemoth, despite its shroud ability?

Auras only target when cast.  If they are put into play through some other means, they can be put into play enchanting a creature with Shroud.  They cannot be put into play enchanting a creature that has Protection from that aura.

This is the second step of the resolution of a spell:

If the source of an ability has left the zone it was in, its last known information is used during this process. The spell or ability is countered if all its targets, for every instance of the word “target,” are now illegal. If the spell or ability is not countered, it will resolve normally, affecting only the targets that are still legal. If a target is illegal, the spell or ability can’t perform any actions on it or make the target perform any actions.
