Mishra's Workshop with Artifact Effects

With Mishra's Workshop, can I use the mana to equip equipment pieces or activate Sensei's Diving Top? 

I am thinking not but can't find a clear cut answer.

No, you cannot. The restriction is that you can only use the mana to cast artifact spells. Paying for the ability of an artifact is not an artifact spell, so you can't use the Workshop mana it in that manner.
