You're not casting Phage at all, so the "if you didn't cast it from your hand" is true, so the ability triggers and on resolution of it, you lose the game.

You can use Volrath's shapeshifter with phage....You have shapeshifter in play, and then phage as your top creature in the graveyard to turn the shapeshifter into phage.

You can use Volrath's shapeshifter with phage....You have shapeshifter in play, and then phage as your top creature in the graveyard to turn the shapeshifter into phage.

But, similar to Clariax's ruling, using Sneak Attack to put Shapeshifter into play while Phage is the top card of your GY will cause you to lose the game, as Shapeshifter will trigger Phage's CIP ability and not meet the condition of having been cast from your hand.
