If by "negates sphere effects" you mean that it just costs 2 less for each artifact your opponent controls, this does not negate sphere effects. The order of layering is, reducing (affinity), addition (Sphere of Resistance), cost setting (trinisphere). If you meant for this spell to be unaffected by spheres it would have to say, "Bull in a China Store is unaffected by cost raising and cost setting abilities." You are wrong. See below, especially the section I've bolded. From the Comp Rules: 601.2e The player determines the total cost of the spell. Usually this is just the mana cost. Some spells have additional or alternative costs. Some effects may increase or reduce the cost to pay, or may provide other alternative costs. Costs may include paying mana, tapping permanents, sacrificing permanents, discarding cards, and so on. The total cost is the mana cost or alternative cost (as determined in rule 601.2b), plus all additional costs and cost increases, and minus all cost reductions. If the mana component of the total cost is reduced to nothing by cost reduction effects, it is considered to be  . It can’t be reduced to less than  . Once the total cost is determined, any effects that directly affect the total cost are applied. Then the resulting total cost becomes “locked in.” If effects would change the total cost after this time, they have no effect. From Trinisphere's Gatherer entry: 12/1/2004 Trinisphere's ability affects the total cost of the spell. It is applied *after* any other cost increasers or cost reducers are applied: First apply any cost increases. Next apply any cost reducers. Finally look at the amount of mana you have to pay. If it's less than three mana, you'll pay three mana.

Null rod on steroids -  Activated abilites of nonland permanents cannot be played. Activated abilites of lands cannot be played unless they are mana abilities.

This is sort of inelegant, but I've always really liked the idea of a land that a control player could tap on their turn without impunity.

Very much a pipe dream, but: Force of Steel  Instant Metalcraft - If you control three or more artifacts, you may pay  rather than pay Force of Steel's mana cost. Counter target spell.

I really think Wotc needs to get some more annihilator. Hammer of Annihilation  equip:  Equip only to Red or Artifact creatures. Equipped creature gains annihilator 2

Vintage is a lovely format, it's too bad so few people can play because the supply of power is so small.
Chess really changed when they decided to stop making Queens and Bishops. I'm just glad I got my copies before the prices went crazy.

Or more realistically, some sort of cap for artifacts, or some sort of relic bane that doestn suck
