I don't this this is a blue card. The color pie has shifted a great deal since Energy Flux was printed. An enchantment variant of Kataki sounds fine to me, but not sure what niche it's intended to fill.

How about instead of them paying -1 Life, they pay   or let you draw a card? Of course this would have to be worded funny, but you get the geist of it.
